FDA has developed the following ICT21 contract objectives to achieve the overall ICT21 Program and Procurement Objectives:

  • Acquire the necessary services, skills, and IT infrastructure to help FDA and its Business Owners accomplish the overall FDA mission.
  • Provide a state-of-the-art, customer- and services-oriented IT infrastructure that will deliver high-quality, responsive services to FDA Business Owners and Agency external business partners. 
  • Increase the efficiency and effectiveness of FDA operations by maximizing the value of the Agency’s IT resources through improvement of the Agency’s computing capacity and capabilities, reduction in the cost of operations, and shortening the lead time to implement national policy changes. 
  • Provide an IT environment that ensures the security, privacy, and confidentiality of data entrusted to FDA.    The security and privacy so provided shall be commensurate with the risk and magnitude of the harm resulting from loss, misuse, or unauthorized access to or modification of information. 
  • Provide the flexibility to scale FDA IT infrastructure support and services requirements in a cost-effective manner as business requirements change and transaction volumes grow.
  • Create an enterprise computing environment that promotes continuous monitoring and evaluation of quality and performance and provides the capability to make necessary changes expeditiously to meet required service quality and performance objectives.
  • Continuously seek ways to incorporate innovative and emerging technologies that will improve mission performance as business requirements change.

Currently, FDA is faced with limitations on growth due to its IT infrastructure. Looking forward, the ICT21 Program establishes a common enterprise infrastructure that enables a virtual data center structure, with all operations consistent across data centers, and a technology platform that is built to support the modernization of mission-critical and business applications.

 

To achieve and maintain program success, the ICT21-Program Management Office (PMO) and the contractor must establish an environment of collaboration a partnership that is committed to and focused on assuring that FDA’s mission and performance goals are met, projects are delivered within cost and schedule, and the relationship between the FDA and contractor is one of trust and shared risks.
